Michael Schmitt is Professor of International Law at the University of Reading; the G. Norman Lieber Scholar at West Point; Professor Emeritus and Distinguished Scholar-in-Residence at the US Naval War College; and a Senior Fellow at the NATO CCDCOE. He has directed the Tallinn Manual Project since 2009.

Johanna Weaver is Director of the Tech Policy Design Centre at the Australian National University. The Design Centre is reimagining how to use governance as a tool to shape technology. Ms Weaver is a member of the International Committee of the Red Cross (ICRC) Global Advisory Board on digital threats during conflict. She is also a regular guest lecturer at the Australian National Security College. In June 2021, Ms Weaver completed her term as Australia’s independent expert and lead cyber negotiator at the United Nations. Earlier, Ms Weaver led the Cyber Affairs Branch at the Australian Department of Foreign Affairs and Trade, working closely with Australia’s inaugural Ambassador for Cyber Affairs. Ms Weaver is a reformed commercial litigator, and an unapologetic international law nerd.

Keynote: The rules-based international order: some hard truths.

Marko Milanovic is Professor of Public International Law at the University of Nottingham School of Law. He is co-editor of EJIL: Talk!, the blog of the European Journal of International Law, as well as a member of the EJIL’s Editorial Board.  He is also co-general editor of the ongoing Tallinn Manual 3.0 project on the application of international law in cyberspace and Senior Fellow, NATO Cooperative Cyber Defence Centre of Excellence.

DrMiguel Alberto Gomez is a Senior Researcher with the Center for Security Studies (CSS) at the ETH in Zurich, Switzerland. He holds a Master’s degree in International Security from the Institut Barcelona d’Estudis Internacionals and is a doctoral candidate at the Universität Hildesheim. His primary area of study centers around the politics of cybersecurity. Specifically, he is interested in the strategic use of cyberspace as an instrument of foreign policy and the cognitive and affective factors that influence perception, preferences, and behavior among policy-makers and the public in this human-made environment.

Lennart Maschmeyer is a Senior Researcher at the Center for Security Studies at ETH Zurich. He holds a PhD in Political Science from the University of Toronto and an MPhil in International Relations from the University of Oxford. Lennart’s research examines how information technology impacts security competition and the exercise of power in world politics. Specifically, his current work and upcoming book focuses on subversion as an instrument of power.

Dr Christopher Whyte is an assistant professor of homeland security and emergency preparedness in the Wilder School of Government and Public Affairs at Virginia Commonwealth University. His research presently focuses on the decision-making dynamics of cyber operations, the role of fringe virtual space in supporting influence campaigns and the impact of artificial intelligence on cyber conflict dynamics. He is author of nearly thirty peer reviewed articles on these subjects and two books on cyber conflict. He is also coauthor of "Information in War," a forthcoming book on AI and military innovation, to be published by Georgetown University Press in 2022.

Dr Andrew Dwyer is an Addison Wheeler Research Fellow at Durham University and is co-lead of the Offensive Cyber Working Group.

Sokratis K. Katsikas is the Director of the Norwegian Center for Cybersecurity in Critical Sectors and Professor with the Department of Information Security and Communication Technology, Norwegian University of Science and Technology. He has authored or co-authored more than 300 journal papers, book chapters and conference proceedings papers. He is serving on the editorial board of several scientific journals, he has co-authored/edited 46 books and has served on/chaired the technical programme committee of more than 800 international scientific conferences. He chairs the steering committee of the ESORICS conferences and he is the Editor-in-Chief of the International Journal of Information Security.

Isidoros Monogioudis is a retired Colonel from the Greek Armed Forces with more than 20 years experience in CIS and Cyber Security. Before his retirement he was Head of Cyber Defense Operations in Greek Ministry of Defense involved in several projects for Incident response, security assessment, red teaming, cyber defense exercises and more. After his retirement he worked for a UK based security vendor as Security Architect focused on threat intelligence and its integration with other security solutions. Since July 2021 he works as a Project Officer for European Defense Agency managing research projects for information technologies and cyber defense.

Dr. (Lt Col ret) Michael L. Thomas is currently assigned to Maxwell AFB, AL as a Professor of Cyberwarfare Studies. Previously, he was with Naval Information Warfare Center (NIWC) Charleston as a C4ISR Systems Engineer in the Communications and Networks Division stationed in the Stuttgart Germany office and was responsible for the design, implementation and fielding of major Systems Engineering projects for the US Navy. From March 2007 – Sept. 2010, he was serving a short tour at the Pentagon, then as a Defense Threat Reduction Agency (DTRA) LNO to the Joint Special Operations Command (JSOC), and assignment to the Air Force Institute of Technology (AFIT) as an instructor teaching Cyberwar courses.

Gábor Visky is a technology researcher at NATO CCDCOE. His main field of expertise is industrial control systems focusing on maritime systems. Gábor’s previous assignments include 15 years of designing hardware and software for embedded control systems and researching their vulnerabilities through reverse engineering. Gábor holds an MSc degree in Information Engineering specialising in Industrial Measurement and BSc degree in Telecommunication.

Sebastian Cymutta is a law researcher at the NATO Cooperative Cyber Defence Centre of Excellence. His focus is the application of international law to cyber operations as well as to emerging technologies.

Deborah A. Housen-Couriel is chief legal officer and VP Regulation of the Israeli cybersecurity firm Konfidas. She teaches international and Israeli cyber law at Hebrew University, where she serves on the advisory board of the Federmann Cyber Security Research Center. Deborah was a member of the Tallinn 2.0 Manual group of experts and co-chaired the Law and Regulation Committee of Israel’s National Cyber Initiative. Her current research interests include regulatory regimes mandating cyber information-sharing, and the intersection of cyber law and outer-space law.

Global co-head of the Hogan Lovells Privacy and Cybersecurity practice Eduardo Ustaran is widely recognized as one of the world's leading privacy and data protection lawyers and thought leaders. With over 25 years of experience, Eduardo advises multinationals and governments around the world on the adoption of privacy and cybersecurity strategies and policies. Eduardo has been involved in the development of the EU data protection framework and was listed by Politico as the most prepared individual in its 'GDPR power matrix'. Eduardo is the author of The Future of Privacy (DataGuidance, 2013), co-author of Data Protection: A Practical Guide to UK and EU Law (OUP, 2018), and an executive editor of European Data Protection Law and Practice (IAPP, 2018).

Asaf Lubin is an Associate Professor of Law at Indiana University Maurer School of Law and a Fellow at IU’s Center for Applied Cybersecurity Research (CACR). He is additionally an affiliated faculty at Yale Law School’s Information Society Project, Berkman Klein Center for Internet and Society at Harvard University, and a visiting Scholar at the Hebrew University of Jerusalem Federmann Cyber Security Research Center. Dr. Lubin’s research draws on his experiences as a former intelligence analyst, Sergeant Major (Res.), with the Israeli Military Intelligence Branch as well as his vast practical training and expertise in national security law and foreign policy. Dr. Lubin’s work additionally reflects his time spent serving as a Robert L. Bernstein International Human Rights Fellow with Privacy International.

Professor Kari received his Doctor of Science (in Technology) degree in 1997 in Computer Science from Helsinki University of Technology. He has been qualified for a professor positions twice at Helsinki University of Technology and once at Helsinki University. In addition, he holds two titles of Docent on the areas of “Networking technology” and “Wireless Internet” at Aalto University, in Finland. Kari has been working as a professor and a research director at National Defence University (NDU), Finland since 2007. Before that he worked as a professor, head of laboratory and director of research institute at Helsinki University of Technology (HUT) over nine years. He also has various experiences in companies, such as Nokia. His areas of expertise are strategic leadership, cyber security and technology, innovation process and protecting intellectual property rights (he is an inventor in 30+ patents), academic and scientific quality control and management.

Dr Mikko Kiviharju works in Finnish Defence Research Agency. His area of expertise is cryptography in various government contexts, an occupation he has now been pursuing for nearly 20 years. His latest focus areas include quantum-resistant cryptography and cryptographic key management in IoT environments.

Martin Strohmeier is a Senior Scientist at the Swiss Cyber Defence Campus, and also a Visiting Fellow of Kellogg College, University of Oxford. The main focus of his work has been the analysis of cyber-physical systems and networks, specifically those in critical infrastructures in the air, in space or on ground. Martin is also a co-founder and board member of the aviation research network OpenSky. Before coming to Oxford in 2012, he received his MSc degree from TU Kaiserslautern, Germany and joined Lancaster University's InfoLab21 and Lufthansa AG as a visiting researcher.

After finishing at the Royal Military Academy in Brussels in 2000 with a master’s degree in science in mathematical engineering, Lt. Orye started working on technical integration of acquired tactical communications equipment in the defence forces. Afterwards, he became material resources manager: first responsible for tactical radios and afterwards for secure and classified networks. In between those two functions, he served for two years as the staff officer for plans and training in the (BEL) 6^th signal battalion. He worked from 2017 to 2021 at the CCDCOE within the strategic branch. As of summer 2021, he has served with the BEL military cyber directorate, focusing on the Belgium’s cybersecurity collaboration with NATO and the EU.

Parallel to his professional work, he pursues a PhD in aviation cybersecurity at Tallinn University of Technology.
