Rain Liivoja

Rain Liivoja is Associate Professor and Deputy Dean (Research) at the University of Queensland Law School, where he leads the Law and the Future of War Research Group. He is also a Senior Fellow with the Lieber Institute for Law and Land Warfare at the United States Military Academy at West Point, and an Affiliated Research Fellow of the Erik Castrén Institute of International Law and Human Rights at the University of Helsinki. Rain co-edits the Journal of International Humanitarian Legal Studies. He has previously served on Estonian delegations to multilateral meetings on humanitarian law and arms control.

Ann Väljataga

Ann Väljataga joined NATO CCDCOE in December 2016 as an international law researcher. During the first year of working at the CCDCOE, her primary area of expertise was the comparative analysis of national cyber security strategies. Ever since the array has expanded to include domain-specific issues of cyber law, election security and human rights in cyberspace.

Her prior professional experience has predominantly focused on human rights in the digital sphere. In addition to that, she has conducted research on various legal issues regarding migration and equal treatment for UNHCR and Estonian Human Rights Centre and served as a legal counsel for asylum seekers in Estonia. From 2014 – 2016 she was part of research teams studying the fundamental rights implications of biometric border systems and untargeted surveillance at the FRA (European Union Agency for Fundamental Rights). She continues to contribute to the Estonian Human Right Centre´s annual report on Human Rights in Estonia, where she analyses national developments in privacy and data protection.

Russell Buchan

Dr Russell Buchan is Senior Lecturer in International Law at the University of Sheffield, UK. He has published widely in the field of public international law, including three monographs: International Law and the Construction of the Liberal Peace (Hart, 2013), Cyber Espionage and International Law (Hart, 2018) and Regulating the Use of Force in International Law: Stability and Change (Edward Elgar Publishing, 2021). He is also Co-Editor in Chief of the Journal of International Humanitarian Legal Studies.

Eric Talbot Jensen

Eric Talbot Jensen is the Robert W. Barker Professor of Law at Brigham Young University where he teaches and writes in the areas of Public International Law, National Security Law, the Law of Armed Conflict and Criminal Law.  Prior to becoming a professor, he worked as a legal advisor to United States military commanders while deployed to Bosnia, Kosovo, Macedonia and Iraq.

Thomas Burri

Thomas Burri is a professor of international law and European law at the University of St. Gallen in Switzerland. His research investigating AI and autonomous systems for almost a decade has been widely published.

Chris Parker

Lt. Col. (retired) Chris Parker MBE, is Director for Defence and Central Government for Fortinet UK. He served for 2 years in the RAF (as a very bad pilot) and then 17 (better) years in the British Infantry on nine combat and operational tours, including as Chief of Staff MNB(C) in Kosovo (2001) for 7,500 NATO troops. Mr Parker has a master’s degree in Technology, has previously been a COO in the oil and gas industry, and led a cybersecurity business for five years.

Bernd König

Capt. (retired), Lt. Col. In Reserve Bernd König served thirty years as an officer in the German Federal Armed Forces with special high-security tasks in EW, he has also served as IT security officer in the MoD for the largest European IT outsourcing project, HERKULES; CISO with Operative IT-Sec responsibility for data centres in the Bundeswehr under the HERKULES project (IBM); Top Executive Consultant, Portfolio Executive at BU Cyber Security T-Systems; International Director Product Management Security EMEA at AKAMAI; and Diploma Social Pedagogue, IT Expert in the Ring of German Experts at CISSP, CRISC.

Fabio Cocurullo

Within Leonardo's Cyber Security Division, Fabio is responsible for Research Projects, Prototyping and Collaborations. In this context he is responsible for the concept, prototyping of new solutions in collaboration with Universities, Research Centers and SMEs. The main development areas are related to Cybersecurity and Digitization. Fabio joined Leonardo after experiences in technology startup. 

With his team he participates in dozens of H2020, EDA and EDF and National Funded projects and successfully brought innovative solutions from the concept to the market. He is an active member and lecturers for Master in Cybersecurity. Fabio is chair of Working Group 6 of ECSO (European Cyber ​​Security Organization), Vice President of the Cyber ​​4.0 Competence Center, member of AFCEA and involved in EU working. Fabio holds a Ph.D. in Computer Science and Telecommunications.
