Captain (N) Özkan was graduated from Naval Academy in 1998 and served as Anti Air Warfare officer on battle ships. Following his CS master degree at Naval Postgraduate School in 2004, he took part in number of naval warfare systems programs at Turkish Navy Research Centre Command. Between 2016-2018 he assumed SHAPE JCyber Operations and Exercises Branch Head. He was heavily involved in the establishment of Cyberspace Operations Centre and served as the first Cyberspace Operations Centre Plans Branch Head. Between 2020-2022, he assumed the head of Cyber Security Division at Ministry of National Defense. Currently he is Turkish Navy Cyber Security Branch Head. He has MCS, MBA and PhD in Operations Research.
