As Undersecretary for Legal and Consular Affairs, Erki Kodar directs the work of the Legal Department and the Consular Department and advises the directorate and structural units of the ministry on legal and consular issues, including issues of international law. Erki Kodar has been working at the Ministry of Foreign Affairs as Undersecretary for Legal and Consular Affairs since 1 September 2019. Before joining the Ministry of Foreign Affairs, he worked in the Ministry of Defence as Undersecretary for Legal and Administrative Affairs, Director of the NATO and European Union Department, and Director and lawyer of the Legal Department. In the years 2005–2017, he was an adjunct lecturer at the School of Law of the University of Tartu.Erki Kodar graduated from the School of Law of the University of Tartu, and also obtained a master’s degree at the United States Army War College, majoring in strategic studies. He has been awarded the Gold Badge (2014) and Silver Badge (2009) of the Ministry of Defence.
